Unlicensed range or its own frequency: what is possible without permission, and what is impossible
Two different modes of work on the air
There are ranges in which it is allowed to work without individual permission, with restrictions on power and type of equipment. There are allocated frequencies that are assigned to a specific user and are documented.

The difference is not in the quality of the connection, but in whose ether it is. In the public range, it is common: you are heard by outsiders, you hear them, and no one is obliged to give in to anyone.
On the allocated frequency, the air is yours. There should be no outsiders there, and if they appear, this is a violation on their part, and there is a board for this.
Hence, a simple rule of choice: if the interference in the air is only annoying, public range will suffice. If the interference stops work or threatens safety, you need your own frequency.
What is really possible without permission
Work with low-power equipment produced for these purposes in the designated lanes. Power is limited, the antenna is usually regular and non-removable in handheld models.
This is enough for a small area: a construction site, a warehouse, security of the facility, a team on the site, communication between cars in the column.
What is impossible: to raise power, put a directional or high antenna in excess of the permissible, build a repeater and rely on protection from interference.
It is worth remembering that the restrictions apply to equipment. A professional station reprogrammed to a public channel is not subject to these exemptions.
When the public range is no longer available
The first sign is on the air outsiders. Neighborhood organization, construction across the street, casual users. The conversations get mixed up, it's impossible to work.
The second is that there's not enough range. The power and antenna limit rests on the ceiling, and the only way out is its own frequency with normal equipment.
The third is a repeater. It doesn't happen without permission, it's a stationary transmitter with design.
Fourth, communication has become critical for security or continuity. This is no longer a matter of convenience, but of responsibility.
What's included in the design
Application for allocation of frequencies with a description of the network: where are stationary points, what power, what antennas, what equipment and how many subscribers.
Waiting for a decision. It's not days. The deadlines should be laid for months and start in advance, before purchasing equipment.
Registration of communications after receiving frequencies. Equipment must be approved for use – this is checked.
Changes are also made: the transfer of a stationary point, power growth, expansion of the subscriber fleet.
And there are periodic duties: information about the funds used, extension, payment. It's not a one-off procedure.
How to choose equipment for each of the modes
For the public range, take models released specifically for it: they meet the default restrictions, and there are no questions.
For allocated frequencies, take professional models of the desired frequency configuration. configuration is selected under the dedicated band, and it cannot be replaced by firmware.
Accessories in both cases are approximately the same: hand microphone, headsets, batteries. Antennas are not: they are bound to a range.
If you plan to move from the public range to your network, it is better to immediately take professional equipment: then the transition will be reduced to reprogramming and replacing antennas, rather than replacing the fleet.
How to decide in practice
Small platform, non-critical communication, no time for registration - public range. It is an honest and working solution for many tasks.
Manufacturing, security, transportation, everything where communication is part of technology, is its frequency. Registration once, then quiet work for years.
A mixed version is also found: the main network on its frequencies, and for one-time work of contractors - public channels to prevent outsiders from playing on its air.
And the general advice on the timing: if you need your own network this year, the documents begin to issue now, and not when the equipment is already bought and is in stock.
